They make duplex trailers? I have never heard of such a thing.
You need to find out who manufactures those and ask them.
Also, if you are not on a sewer, and I know most of Idaho is not, find out how much land you are going to need for the septic an leach lines. I would think about 2 acres for something with that many people living in it.
