You should use a roof rake to clear at least a few feet from the edge (eaves) of the roof to prevent ice dams. When the ice builds up high enough, the water from the snow melting can’t run off the roof, allowing it to find a way under your shingles. The pitch(slope)of your roof is also a factor if you have a steep pitched roof you have less to worry about. The weight of the snow is distributed more to the outside walls if the pitch is steep, and more onto the rafters if the pitch is low.The snow MUST be removed if the forecast calls for rain. The snow will act like sponge holding the water and adding an incredible amount of weight.

When it is over a foot thick, then ASAP! Have a good day.

If your asking its a good bet that you should do it asap. A good rule of thumb is anything over a foot. Based on the water content of the snow you may have to do it earlier. A light snow, maybe longer. But if its a heavy snow i.e. you can make snowballs. Do it before it becomes more than a foot thick. Make sure to wear a heavily treaded boots and anchor yourself with a rope to something like you chimney. If you cannot anchor yourself, at a minimum have someone stand outside and keep an eye on you “just in case”.
Stay safe and good luck.

climbing on the roof will add to the weight. someone standing creates a weight in one spot
something on the end of a rope, thrown then dragged back could lessen the load from the snow
angled or flat roofs
